whether the difficulty of the test depends on the strength/abilities of the test administrators as well. Elaida is generally thought to be on par with Siuan + Moiraine in the OP and they were considered to be at the top in OP strength.

Do we see Elaida testing the stronger channelers by coincidence or are the stronger channelers necessary to increase the test's difficulty?
