I think Rand will bind the nine moons by having Mat in the room with him. They'll make their truce once the ta'veren are together again.
Truce though implies equality. Binds to SERVE him at least implies Rand will be in charge.
They'll serve his cause, by agreeing not to invade any more countries until TG is over, and to attack where Mat says to attack. I think Mat is what binds them. I don't think it's totally literal.
Edit: something I just thought of, is how binding promises are to the Seanchan. Having 3 ta'veren in the room and Tuon deciding to agree to what Rand says, even if she changes her mind later, is enough to bind her because of her "honor."
