Actually we do know that he was a governor for the shadow. He mutilated his fellow musicians so they could no longer preform. I believe because he never attained the coveted third name and was bitter and jealous. So anyhoo, I would say because he held such a position and was at a regional meeting it would seem he was proficient at being an "evil governor."
