in the prologue when she is invited to the meeting. She thinks to herself 'she was confident that she knew the plans of every one of the other seven remaining Chosen'

We know at this point that there are 8 surviving (including reincarnations) that puts her as possible murderer.

However this does depend on her believing that the reincarnations are Chosen (there may have been some difficulty with Lanfear due to her reduced strength IIRC) and if she considers Moridin as one of the Chosen or seperate know he is Naeblis?
