Mat wedding Tuon most likely bound the Nine Moons to Rand. Neither Tuon nor Rand are aware of this, that's all.
They appear to be both wrong. Rand about his interpretation of the KC that made him believe he had to force Tuon to obey him, and Tuon with her prophecy (corrupted or not) that she interprets as meaning that Rand must be her slave, her male damane.
Rand cannot bind the Nine Moons anymore, Tuon is 'dead'. Unless she names a heir (and new DotnM) at some point (eg: Berelain, I don't see who else it could be, not that I suggest this will happen!), then this prophecy has to have been fulfilled before Tuon the DotNM became Fortuona the Empress.
By the end of TGS, Rand has started to realise that what the Seanchan bring the world is very much what he would have liked to bring it himself and can't. And he realised this shortly before he realised he had to destroy the CK, because it was a doomsday device nobody should have. In TGS, he became the sort of monster the Seanchan fear so much in channellers.
Obviously, the conflict between Rand and the Seanchan is gonna take a different direction now. Before the end, Fortuona needs to realise the channellers aren't inherently evil, and Rand and Egwene have to realise the 3% of channellers don't have the gifts they have in order to keep the world under their control.
