and therefore don't think of themselves as capable of making ter'angreal. Which leads me to think they must've found a stash somewhere, possibly dating back to the AOL or else just created by some smart channeler in the 2000 years between the Breaking and the arrival of Hawkwing's son from the east. Perhaps those rings were used against them, thus allowing them to find out how they worked without needing to experiment themselves with Power-crafted objects, as I don't think they'd be too eager to do that.
