Maybe former members of the SC had to be replaced with younger ones, because the old BA died of age or were killed. As the Mistress of the Novices Sheriam had proved that she is capable.
In any case, "to have the power to punish those who spited her" as Sheriam calls it in TGS, seems similar to Galina's statement in ACoS, ch.40, that "she could speak any name in those meetings [of the Supreme Council] — a king's — and know that name belonged to the dead. It had happened, with a king and with a queen."
I think "normal" BA don't have that power.
