Why would this ter'angreal be linked to Beldeine, though?

It is after all in Elayne's possession.
Besides that, this ter'angreal is described in KoD as "a small dagger with a rough hilt of deerhorn wrapped in gold wire", and it has a blunt blade that seems to be made of iron.
Not really a black knife.
But maybe Mat will use the blunt dagger as the iron against the Finn in some way. Elayne also has a music box ter'angreal, which might be useful to cheat the Finn..
