The more immediate threat was the Shadowspawn because most of the male Aes Sedai did not go with Lews Therin or his 100 Companions, so they went insane slowly. So for the ending parts of the War and the onset of The Breaking, Latra Posae lead both male and female Aes Sedai.

In fact, the Aes Sedai did not know why the males started going insane - it happened gradually. You will find out more about this during the Breaking section.
