That Semirhage wears a transparent veil over her face as Tuon in KoD. However, Rand notes then that "Tuon" is a very small, dark woman with a shaven head and he can see her face through the veil.

In TGS Rand mistakes Tuon for a child at first, but then notes that she is just a very small woman and has dark skin like the Sea Folk. This shouldn't surprise Rand after he saw Semirhage's disguise of a very small, dark woman. But there is no mention that Tuon looked like Semirhage in Tuon-disguise.

even a transparent veil distorts from a distance. Also we know the limits of illusions perhaps Semirhage did not make herself as small as the real Tuon just small enough to be passable to unknown sul'dams
