I think they will have to integrate the two halves of the tower before Egwene would feel comfortable nominating Sharina. Sharina would be a great choice further down the road but there are things that she needs to learn from being an Accepted in the real Tower before that could happen. Egwene understood that she has a long way to go before everyone is completely comfortable with each other again. That is one reason why she chose the Keeper that she did.
