I'd like to see Fortuona collared just to put a human face on an aspect of her society - she's been hiding behind that "Oh, I choose not to channel, so I'm not soiled." and the traditions of her culture, and I think it's time that the Rand, Mat and Perrin trinity make that happen.
Perhaps the title is meant to imply that a decision will be made regarding the a'dam involving the Towers of Midnight, as DomA pointed out?
