I remember (vaguely, it's been a while!) Cadsuane explaining the flaw to Rand and telling him it was only safe to use linked to two women which would mean one of the women would have to lead. I don't remember anyone telling him it wasn't possible to use it while linked to one woman instead - telling him it was unsafe unless linked to two, yes, but not saying he actually couldn't use it while linked to only one. It would be really odd to have him able to use the sa'angreal on his own, or in a circle of 3, but not in any other combination.
