I believe we had a quote somewhere from RJ stating that Nynaeave with her full potential would be around Mid-level Female Forsaken: Semirhage and Mesaana. (We know that Lanfear and Graendal are stronger than the other female Forsaken).
Also, after the Cleansing, Nynaeave is now at her full strength in the power. Thus, she's likely to be very close to exact equals with Semirhage.

In fact, Graendal may be the mid-level female Forsaken, with Semirhage on a higher level. There is zero evidence that Graendal is stronger than Semirhage.
As for Nynaeve. As late as Crown of Swords, she was still virtually equal to Moghedien in strength, by her own admission.
