I agree he wanted to find out how to break the seals but I don't think he had any concrete plans to turn LTT to the shadow. If he wanted, he could have contacted the lower forsaken still free and not come alone.
I also think that Ishamael only learnt about Ilyena's death after he meets LTT. I vaguely recall him being surprised or shocked at how mad LTT has already become. I think his offer to LTT to join the shadow is more of a spur of a moment thing that he decided on the spot.
