I kinda think the True Power thing was an unintended side effect of the collaring of Rand. And when the DO noticed the possibility decided to give Rand access (thus betraying Semi) to capitalize on this new method of turning Rand.
It is possible it was a calculated move... but it seems to dependent of subtleties....
