We know that Demandred's hidden persona has not made an appearance as of KoD, that he is likely a king and has an army behind him. The only person I can think of that fits, is His Majesty Roedran Almaric do Arreloa a'Naloy. We have not seen him on screen, he is a king, and has just used the Band to gather an army about him. Furthermore, he is closer to uniting Murandy than anyone has ever really been. Using the best force of the Light to gather an army for the Shadow seems like an irony one of the Forsaken would definitely appreciate.
