Like someone else said "win-win for the shadow"
Scenario 1: Semi does what she is told, captures Rand and carries him off to The Bore. Result? DO has Rand in his clutches
Scenario 2: Semi disobeys orders and 'plays' with Rand first.
Result? DO allows Rand to channel TP thru his link to Moridin, addicts/taints the Dragon and gets rid of a disobedient Forsaken as a bonus.
Don't forget that the Shadow came very very very close to winning the whole enchalada at the end of the book. Not to mention that Rand has betrayed the trust of a WHOLE BUNCH of lightsiders. How soon do you think Ituralde will obey the Dragon now that Rand has allowed his country to starve w/o even lifting a finger to stop it? How close do you think a treaty with Fortuona is, now that she's seen his dark aura? Do you think the Borderlanders will send Hurin to negotiate with Rand again? Don't forget that according to Min's visions, Caddy still has something important to teach him and all Ashaman, she'll prolly stick around still but what's that relationship going to be? He almost killed his father, will it weigh on his soul?
It was a great tatic by the Shadow, it came within a wisker of winning everything, and even if it didn't it still helped their cause a great deal.

What will be the punishment for Moridin for allowing Rand to do what he did?

Given that LTT was more scared of the TP than of killing Min, I doubt the DO didn't intend it. *NM*

How do we know it wasn't part of the DO's plan?

That presumes that Moridin KNEW that Rand could access the True Power through their link...

You're assuming that Rand channeled the TP through Moridin

The Shadow aka Moridin doesn't want Rand dead because he might die with him

I agree, I think the Dark One DID give Rand permission to use the TP

I thought Rand was so desperate that he reached the True Power alone.
