When Sheriam said "Never expected it of her." She could have been refering to Verin betraying the Black, but it is equally likely that she never expected Verin to BE Black.
And Verin simply did a lot of detective work. If she WAS on the Supreme Council, how the hell did it take all this time to compile her book? And could a member of the Supreme Council really go around doing as much as she has? I would assume their superiors would be keeping an even tighter leash on them than on the rest of the Blacks in these times.

Apparently even the members of the Supreme Council don't know every BA. Only Alviarin als the Head did. Plus, not all the members of the Supreme Council normally don't know each other, because they have "hooded meetings".
Besides that, Verin didn't only gather informations on the BA, but also on the various DF circles, their Prophecies, likely the Forsaken, etc. I figure that would take some time.
In any case, I don't see how Verin would be able to gather all this information, if she wasn't a leader. Considering that she was BA for 70 years, it also simply makes sense that she climbed the ladder that far (if even the much younger Sheriam is a leader).
