Besides, Forsaken commanding BA is different to BA commanding BA. For one thing, a BA member is unlikely to backstab a Forsaken. This time, I actually agree with Cannoli; most darkfriends will try to climb the ranks by eliminating those above them. Effective BA members would not be let loose by their leaders, because they will probably try to push in on the Supreme Council.
i mean, it would make for tedious reading to include the forsaken micro-managing the BA but i still hold that it's more akin to intimidation than outright controlling them.
