One would guess based on the rest of the chapter that "the three Asha'man" are Narishma, Hopwil and Flinn, and that she blackmailed them into letting themselves be bonded. But what did she blackmail them with? Do we ever find out?
I think Alanna explains this to Rand when she met him in Far Madding. The three were left in Cairhein with nowhere to go. Taim declared them as traitors and everyone else believed they played a part in trying to blow up Rand in Cairhein. Rand was nowhere in sight to help them. Their only hope of survival was to get Aes Sedai protection, in return to which Cadsuane apparently demanded they agree to be bonded.
In fairness to Cadsuane, it was not such a horrible bargain, because the other Aes Sedai would never have helped them otherwise, and it was one way to protect others if they went mad (which they were expected to, as the taint has not yet been cleansed). The only surprise was that she got her Aes Sedai to agree...
His amazing Healing ability had Corele (or maybe Samitsu) offered to have his kid if he taught her what he knew of healing!
I imagine Cadsuane told Daigian she might get a little more respect from the other AS if she did her part by bonding an Asha'man... or perhaps she just bullied her into doing it
