I'm sorry if this post is connected to the earlier one about the braided woman or if it's been asked before, but I read the Sanderson interview where he restated that the only things the Seanchan can make with the power are the a'dam.

On the other hand, the bloodknives' rings are certainly some form of ter'angreal. If they put their wearers on a suicide mission, don't they have to be retrieved? Otherwise, they'd run out of the rings pretty quickly, wouldn't they?


They probably send the bloodknives in, and then later, when they've gained control of the area, a very thorough search of the place yields them most bloodknife rings. The bloodknifes might even have orders to abandon the ring in a safe or even pre-determined place right before death. Or damane weave some version of the Finder that Elayne used in KoD on the pickpocket/spy.
