uncertain on if she could even remove the Oaths. I believe the oath against betrayal kept her from giving Mat that letter until she was convinced that she would not be betraying the DO until "the hour of her death", or post-death in this case.


This seems the most logical and likely. The letter betrays her oath and thus can't be opened until her death..simple and easy.


She had to be convinced that she was not going to break her Oath, if she removed the Oath she would not be breaking it... she was aware that she had two possible options:

1. Remove the Oaths with the Rod
2. Poison herself and spill to Egwene (or someone) as she did

She was very adamant about giving him the letter so I tend to believe that she was physically unable to give him the letter until he agreed not to open it until she knew one of the two situations about would have taken place.
