Essentially, he says taht there are limits for one man and it does not matter how much of the Power you draw.

Obviously, the amount of Power matters at the lower end, as you need a minimum amount of Power to make the weave work. But at the upper end, more of the Power does not increase the maximum size gateway that you can make.

This is also demonstrated by the 1 Ashaman and 1 Aes Sedai that link to make a gateway that is larger than Rand can make. Together, their power is still less than his own, but because of individual limits on gateway size you need two people before the gateway can become larger.
