Ultimately your potential determines your gateway size. Asmodean's statement that the Power only had to do with the making of the gateway is the most correct one.
You need a certain amount of saidin or saidar to create the weave and make it effective e.g. 20 saidin/saidar. After that, when the gateway opens, it will do so until it reaches your potential, or until you stop it. This explains why Rand can make many deathgates of the same size.
I do think that Talents and strength in Spirit allow you to open a gateway with less saidin/saidar e.g. 15 saidin. This would theoretically allow you to open more gateways e.g. deathgates, even though their size would be limited.
Is whether the minimum strength threshold for creating a gateway can be as low as one sixth of Rand's strength? Because I'm pretty sure most Aes Sedai are stronger than one sixth of Rand's strength, and yet they cannot make gateways.
Furthermore, the argument can then also be made that the minimum strength threshhold for making a gateway is one sixth of LOGAIN's strength, since he also makes six (slightly smaller) gateways at once.
If that's the case, then the minimum strength to make a gateway may be as low as on seventh of Rand's strength, or even less, if you make smaller gateways.
So the above leads me to believe that it isn't as simple as simply dividing your strength by the number of gateways you can make. Rather, you need a minimum level of strength to make a gateway weave, but you don't necessarily need 6 times as much strength to make six gateways.
