I always thought that Moiraine was simply telling him to mistrust all Aes Sedai...Be it someone he knew and was kind of comfortable with (Verin) or someone who it was clear was up to something (Alviarin). Picking out those two in particular to use as examples does make one wonder just what Moiraine was aware of though.
