It's a more a matter of the odds that a da'covale of current unknown status (what happened to her when Suroth got charged? We don't know. Did Suroth's household got sent to the Seekers, were resold at the block, became property of Tuon herself, something else?) gets anywhere close to Suffa.

Then, even if by chance Suffa and Liandrin see each other, would Suffa accuse her or would she consider all Seanchan are DF anyway?

I'm not sure what RJ had in mind for Liandrin. By KOD, the foreshadowing was more that there was gossip that Suroth had an unleashed marath'damane among her da'covale while Suroth herself thought it was time to put an a'dam on her but (IRRC) that she would need to find a DF sul'dam, as Liandrin knows Suroth's double life (quite stupid of Suroth not to have had Liandrin killed). Then there was the fact that Liandrin had access to poison (she killed Suroth's sho'jin). Then, there was the fact some of Suroth's household had seen her deal with Liandrin in Falme. It seemed to point for a while at the possibility that Tuon/Almurat Mor would imagine a secret involvement of Suroth with the WT, but that ship has pretty much sailed.

Perhaps with Semirhage gone and Suroth no longer there either, Moghedien will now make a comeback and Liandrin will be ordered to kill someone important (the Empress herself? It would fail, then) to throw the Seanchan leadership in chaos right before TG. Have Liandrin do it would be clever, as this would be blamed on the AS/Dragon, and Moridin in TGS told Graendal peace between Rand and the Seanchan musn't happen.
