Rand didn't know how to Travel, period. (So he wouldn't even know the rules AFAIK)
He knew how to Skim, and this was his first time to make a direct Travelling gateway. (The only other time was when he chased Ishy into TAR in the Stone, and he couldn't remember anything about how he did it later.)
Rand Skimmed to Caemlyn, he didn't Travel. That's not in dispute. But Rahvin did not know this. All he knew, was that Rand had suddenly arrived inside the city out of nowhere with an army.
Does Traveling TO a place make you "know" that place?
