Try to picture it in the middle of any of the other books.

Actually there are loads of things in the other books that really doesn't "fit" that well. Like the end of tEotW and the duel at the end of tGH. Of late, we have sinking towns, ghost towns and towns that go crazy.
If Sanderson had written the entire ghost routine, would you have said it fits?
