I hate most of that stuff too, though I don't see why we can't have personal attacks - but hey, clean slates all around, and I'll do my best to behave - anyway back to the main point: as I post this, there are about 70 active users. Compared to the hundreds if not 1,000+ that often were on the other site. I would like to imagine we got the 70 best...but is discouraging ANY participation beforehand a good idea until we're up and running some more?
I don't really agree. There were thousands of active users on wotmania, but the board was stagnant and dead - with very few posters contributing at any stage. I think the board is as vibrant now as I've ever seen it. Laying down some good etiquette will chase away trolls and generally indecent people, and encourage those who are here because they love WoT. I also don't think that any of the rules would chase new people away - they come down to 'only speak about WoT' and 'try be civil to other posters'.
