Moghedien is more powerful in the world of Dreams than Lanfear is (we don't even know if Lanfear has prophetic dreams) and that she pulled Birgitte from T'A'R and forced her into the physical world - a feat which seemed impossible, and very well might be beyond the capabilities of any other Dreamer in the series.
