IMHO the Bore (the thinnest part) was where they drilled it at the Collam Daan. However, his release caused such a flux in the Pattern that when it did settle down, the Bore was in a different place. Perhaps that's identical to what you're saying.
I don't think Bore=Thinnest_Part. I think the Bore exists everywhere (RJ said that once, in a Tor Q&A I think), and there is a thinnest spot in the Pattern where the Bore is most easily perceived - i.e. SG.
I suspect the thin spot in the Pattern is the result of the Bore being drilled, but that doesn't necessarily have to be the case.
As an analogy, imagine a meteorite (Bore drilling) striking the middle of the ocean (Pattern). At the moment of the strike, the most disturbed spot in the ocean is the point of entry (at the Collam Daan). So, the DO could strike there, initially. But shortly thereafter, huge waves are created that cause damage all over the world (Pattern), while the point of impact settled down (sustaining little permanent damage), and ultimately the most permanently damaged spot was elsewhere in the world (SG).
