Check page 758 (I think) in TGS. Where Rand is up on Dragonmount and starts to pull power through the CK. He mentions only having felt this way twice before, when cleansing Saidin and when he created Dragonmount. He then goes on to remember being made sane again in his palace, seeing Illyena nearby dead, and then drawing power to create Dragonmount. The word palace (implying LTT's palace) is mentioned serveral times in this passage.

So, unless he teleported away from his palace BEFORE creating Dragonmount, then the palace was there.
