So, unless he teleported away from his palace BEFORE creating Dragonmount, then the palace was there.


This is exactly what he did. As upset as he was, he still thought ahead and Traveled away from people, to a deserted area by a river. He then nuked himself, creating Dragonmount (and the Island where Tar Valon now is). So his Palace was not where Dragonmount is.
