The thing I see with the Seanchan is that they combine ALL of the problems of every other society. They clearly play the Game of Houses, Nobles are entitled more than even Tear, the ruler is more absolute than any of the Westland nations, then there is the obvious slave-labor based government society.

The system of Seekers allows to torture people without shred of proof, just on pure suspicions of the Seekers. Compare that to Andor, when even Queen is not allowed to arrest people without proof.
