I am re-reading the book at present, and it strikes me that it could be one of three:

Rand: If I remeber correctly the edict stands at this point from the Dark One that Rand is not to be killed. And who is causing more chaos than Rand at this point.

Masema: His Dragonsworm are causing all sorts of chaos in the south: ghealdan, Altara, amadicia etc. the only problem with this is that if Masema is a Darkfriend he would still be quite a low level one, and therefore giving him a title Lord of Chaos surely wouldn't endear him to the Forsaken.

Taim: He will cause lots of chaos by building Rand's army of Ashaman - who a large percentage of are darkfriends, or who become darkfriends under Taim's tutelage - and Taim's arrival coincides with the edict to let the LOC rule.

Anywau, just wanted to air my thoughts on this matter.
