Lews Therin was one of the greatest channelers of his time. And he lived in a time where everyone who could channel got spectacular training in concepts and skills the people of the Third Age can hardly dream of. In Rand's case, whatever he couldn't work out for himself he had to learn from a unwilling teacher or "remember" from his past lives. So yeah, I don't think it's very surprising that Rand isn't as good as Lews Therin. Rand is also pretty much insane, and Lews (as far as we know) didn't jump off the deep end until the Taint. That's gonna affect the rankings a bit, I think.
Remember, we're following an Age where things have been accomplished that some of the most advanced channelers from the AoL (e.g. Forsaken) thought impossible. Curing the taint from saidin? Right there Rand redeemed Lews Therin's greatest moment of defeat (of course, right after his greatest triumph). How about involuntary circles (linking)? Healing stilling? Using the Bowl of the Winds to affect the entire world, rather than a more localized region?
I'm sure there are others, and Rand of course has not yet reached the limit of his potential strength or knowledge. I'd rank Lewsy ahead of Rand for now, but I think that in the end their impact and power will be roughly equal as that of the Light's champion.
