I interpret RJ's response to mean that if the Wheel needed a woman in a role similar to the Dragon Reborn's, then she may very well go by a different title. Sort of like the One Power is synonymous with both saidin and saidar, though the mechanics of each are overall different though the functionality is similar.

Perhaps such a woman would be called The Phoenix or something.
