I don't remember how Harkaway uses it, but there is a trend in which the present tense is used for ... more intense moments.

Wait, let me check.

From what I can tell, it looks like only the first chapter is in past tense? That makes sense, in a way. He is starting with the beginning of the story of how he came to be as he is. The rest of the book is more memory lane. Ie the narrator is present in it as he is telling it to us. Does that make any sense at all?
