It's from the first edition of Michael Moorcock's The War Hound and the World's Pain, published in the US in 1981.
Most cover art in the fantasy / sci fi area is horrible anyway.
And Moorcock had some of the all-time cheesiest covers back in the 1960s-early 1980s. Some of the others I have of his works are at least as bad as this one, if not worse.
