You've got to remember that Sanderson is a very hot name in fantasy right now, and that publishers are always looking for someone to build a series around. Combine his success with Mistborn and two standalone novels with the huge boost from Wheel of Time, and it would be fairly easy for me to see them signing him up on a pretty basic outline of the series. He hasn't published any crap before, and his magic systems are always top notch, so what's not to love?
I can see them signing him for a trilogy right off the bat, but a 10 volume work seems to be a bit much to just have it handed to you without a great outline.
