I'd like to think our societies are better than that... that we would emphatically reject the idea of using humans as, well, cattle really. Of course, if it did happen, one can see how people would start seeing them as second class citizens, and who knows where that would lead... scary thought.
I feel the same way, although I suspect I am rather more pessimistic than you about human nature.
I like to think that in the majority of countries they would be treated no differently from others, but that's a lovely piece of idealism and the reality is that most of us would react in pretty much the way described in this book. Fear of what we don't understand, the unknown, etc.
It's why I think this book is so beautiful, so haunting, and so distressing.
