Yup, making his wishes clear (that he would like AMOL to be finished if he died before doing so himself) and enthrusting the final decisions to Harriet and his friend Tom (which he did during one of Doherty's last visits - during a stay at Mayo, IRRC) without imposing the task on them was as far as he was willing to go. It must have been painful and depressing enough to deal with that without having to look for young writers who could possibly finish WOT in his place.
