While there is a core aspect to Harry that remains the same, he does develop quite a bit. It's hard not to when a character goes through quite as much as he does. It's not only him either. There are a core a supporting characters that Harry gets attached to over time, and they develop some as well.
Also, Butcher gets better at writing and story telling. The first book is mostly just a primer. The real story and character development starts from there.
