It's a book that needs to be read in the context of the age in which it was written.

If you compare it with the books of the time, it IS thrilling throughout.
Plus there's plenty of action after Whitby - it's just more subtle than Jonathan's experiences in Transylvannia. Renfield, what happened to Lucy, the Bloofer Lady, the hunt for Dracula, and his flight back to the continent.
Also bear in mind that it's set in the dawn of the new age. A lot of the book is "code" for the anxieties and developments of the time.
As for the planning scenes: they're a lot more realistic than just going in guns blazing.
I guess it's difficult from a modern perspective when so much has been made of the vampire legend (and most of that watering it down).
