Though admittedly he gets much better as he goes along.

Guards! Guards! is a great place to start I suppose, and Pyramids wouldn't be bad either.

I wouldn't go with some of the more recent work as a beginning because it is too nice to watch the progression of the characters even though each story is a standalone.
