At least, there was no more in common than there is in any number of the hundreds of fantasy novels there are in this world. I definitely didn't find her descriptions to be burdensome, like I often found Jordan's. And I think you're confusing a similar theme (political wrangling) with similar writing when it comes to your thoughts about her series and Martin's work. It could be that Martin's work has influenced it, but she certainly hasn't "copied" him.
Personally, I adore the Kushiel's Legacy series. I love the "alternate somewhat fantastical" history it gives to the world, her characters, and everything.

What you suspect will happen with Joscelin does happen, but he still remains an excellent "celibate-esque" foil to Phedre and many of the characters. I think you will still enjoy reading him a great deal for the same reasons.
