Hey guys, long time no see! I haven't been around this community for years, but something's been nagging me lately and I figured you guys might be able to help. When I was a kid I started reading SF without even realizing it. All were in Norwegian, and I don't know which ones were translated and which weren't. Hopefully the one I want was originally in English...

It was about a girl and her friends in probably a near future dystopia. They have food shortages, very little fresh food, and scary autority figures. One of the things I remember the most is that milk was a rare delicacy, even if the protagonist had only ever had powdered milk. The scary rulers are represented by a triangle which is explained to stand for power through division and "pointy", I guess violent, tactics. They also have huge tame rats that have almost magical intelligence and obedience to the ruler (a queen?). Possibly mutants? The resistance is represented by a unifying circle. The girl's father is taken by the authorities and she and her friends go looking for him. They go through adventures and at some point they are captured. They're held in a huge, richly furnished and very cold room and are guarded by the scary rats. They take furniture to divide off a smaller living space for themselves. Somehow they break the opressors' power, and get back home where they now have a cow and fresh milk and green grass at the end.

Does anybody know the book I'm talking about? I remember getting it from the library several times when I was 12-13. I'd go ask but I don't think the library is there anymore. It was only a small local branch. Any help would be much appreciated!
