I only see it in discussions of Pynchon's Gravity's Rainbow and not in any other place, so I'm not sure how prevalent it is among those of the Calvinist heresy, but it appears to be the class of people who are not Elect, i.e., those passed over, so it's not a general Christian definition but one specific to particular denominations (Presbyterians, Congregationalists, Reformed generally). As such, I don't think that it could quite be applied in that sense in the context of the present quotation.
