Something beyond just greed, power, evil, a cliché love thing...

Also of course an internally consistent character. The personality does not have to be likeable or very sane, but it should work.

Then of course, detail. An appealing villain needs a lot of screentime.

But then, Jake is right. It really needs a good write up.
